Bilateral agreements on artificial intelligence security signed between Great Britain and the USA

In a historic move, the United States and the United Kingdom have agreed to collaborate on the testing and assessment of emerging artificial intelligence (AI) models. The agreement, signed in Washington by British science minister Michelle Donelan and US trade secretary Gina Raimondo, aims to share technical knowledge, information, and talent related to AI security.

This landmark agreement marks the first formal collaboration between the two countries on AI safety. It comes as governments worldwide are increasingly seeking greater regulations to address the risks associated with new technologies. These risks include concerns related to malicious cyber attacks and the potential misuse of AI in the creation of biological weapons.

Under this agreement, researchers from both countries will exchange expertise through secondment at each other’s institutes. The UK’s new AI Safety Institute (AISI) will work alongside its US counterpart to independently evaluate private AI models developed by companies like OpenAI and Google.

The partnership between AISI and its US counterpart is modeled after the close collaboration between the UK’s Government Communications Headquarters (GCHQ) and the US National Security Agency on intelligence and security matters. This collaboration signifies a significant step towards enhancing global cooperation and understanding in the field of artificial intelligence.
