China Aims for 5% Economic Growth in 2024 Despite Challenging Conditions

Beijing has set one of its lowest economic growth targets in decades, with the National People’s Congress (NPC) expected to officially announce this target on Tuesday. Premier Li Qiang will present his work report outlining policy goals for the year, addressing issues such as the property crisis, slowing exports, geopolitical tensions with the United States, population decline, high debt levels, and youth unemployment.

In 2023, China recorded a growth rate of 5.2 percent, which was the weakest in decades excluding the impact of the COVID-19 pandemic. The growth target proposed by Beijing matches last year’s target of around 5 percent. Despite expectations for measures to stimulate the economy, analysts believe that Beijing may refrain from large-scale social spending due to concerns about debt levels and population decline.

International investors have been withdrawing significant amounts of capital from China in recent years. In 2021 alone, $68.7 billion left the country. Despite these challenges, analysts believe that China’s economic recovery is possible if it can address its underlying issues and implement effective policies to support growth.

Premier Li’s speech on Tuesday will not be followed by a news conference, breaking from a tradition that has been in place since 1993. This move is seen as part of Chinese President Xi Jinping’s efforts to consolidate power within the ruling Communist Party and maintain stability in an increasingly complex global environment.
