Initial assessment of the WHO Special Programme on Primary Health Care: A case study of Kenya

This case study in Kenya focused on examining the strategic and operational levers of the WHO/United Nations Children’s Fund PHC Operational Framework for the years 2020-2023. The study specifically focused on four key areas: “Political Commitment and Leadership”, “Governance and Policy Frameworks”, “Digital Technologies for Health”, and “Monitoring and Evaluation”. By understanding how these levers were being utilized during the implementation period, researchers aimed to provide valuable insights into the effectiveness of the framework in improving healthcare outcomes in Kenya.

One of the main areas of interest in the study was how support from the three levels of the WHO (Headquarters, Regional Office, and Country Office) was being coordinated and put into action. By examining this coordination, researchers aimed to gain insights into how the organization’s resources and expertise were being harnessed to drive progress in healthcare delivery in Kenya. Additionally, the case study explored the impact of catalytic actions that were planned and implemented through the strategic levers identified. By analyzing these actions, researchers sought to understand how the WHO/United Nations Children’s Fund PHC Operational Framework was being put into practice on the ground in Kenya. Overall, this study aimed to provide valuable insights into how effective this framework has been in improving healthcare outcomes for Kenyan citizens.
