Latvian broker charged in US for exporting aircraft technology to Russia

In Riga, Latvia, Oleg Chistyakov, a Latvian citizen, was arrested and charged by the US with multiple violations. These included breaking the Export Control Reform Act by allegedly conspiring with two US citizens to sell US avionics equipment to customers in Russia. According to the press release and indictment, Chistyakov’s co-conspirator, Cyril Gregory Buyanovsky, had already pleaded guilty to the same conspiracy in December 2023.
